what is the difference between the Senate and the County Assembly?

The primary difference between the Senate and a County Assembly is that the Senate acts at the national level to protect the interest of all counties collectively, whereas a County Assembly is a local parliament that governs a single, specific county.
Both institutions were created by the 2010 Constitution to support Kenya’s devolved system of government, but they operate at completely different tiers.

How They Work Together (An Example)
To understand how they differ, look at how county money is managed:
  1. The Senate debates and passes the County Allocation of Revenue Act (CARA). This determines exactly how many billions of shillings each of the 47 counties will get from the national treasury.
  2. The County Assembly takes the specific billions allocated to their county and debates the County Appropriation Bill. They decide exactly how much of that money goes to local hospitals, village roads, or agriculture within their boundaries.
