What is the difference between a Deputy Governor and a Senator

The primary difference between a Deputy Governor and a Senator is their branch and level of government: a Deputy Governor belongs to the Executive branch at the county level, whereas a Senator belongs to the Legislative branch at the national level.
To put it simply, the Deputy Governor helps run a single specific county administration, while the Senator goes to Nairobi to represent that entire county’s interests in the national Parliament.

Understanding the Roles
1. The Deputy Governor (The Executive Assistant)
The Deputy Governor is the “Vice President” of the county.
  • The Backup: Their most critical constitutional role is to immediately assume the office of the Governor if the Governor dies, resigns, or is successfully impeached.
  • Portfolios: On a day-to-day basis, they perform duties assigned to them by the Governor. Often, Governors will also appoint their Deputy Governors as a County Executive Committee (CEC) Member (Minister) to head a specific department, such as Health or Finance.
2. The Senator (The County Watchdog)
The Senator is the county’s ambassador and protector at the national table.
  • Revenue Allocation: Their primary job is to debate and pass the County Allocation of Revenue Act to ensure their county gets a fair share of billions from the national national treasury.
  • The Jury: If the MCAs in a County Assembly vote to impeach a Governor, the matter is brought to the Senate. The Senators act as the jury, hold a trial, and cast the final vote on whether to remove the Governor from office.
