Ask the Constitution

Is my county government responsible for local clinics and ambulances?

Yes

Yes. County health services, including county health facilities, pharmacies and ambulance services, are county functions under the Fourth Schedule.

Article 186 says national and county functions are as set out in the Fourth Schedule. Part 2 of that Schedule lists county health services, including county health facilities and pharmacies, ambulance services and the promotion of primary health care. National referral health facilities and health policy stay with the national government.

β€œthe functions and powers of the national government and the county governments, respectively, are as set out in the Fourth Schedule.”
