Can I vote if I live outside Kenya?

It depends

The Constitution provides for the progressive registration of citizens living abroad and the progressive realisation of their right to vote; a law sets the details.

Article 82 requires Parliament to pass legislation providing for the progressive registration of citizens residing outside Kenya, and the progressive realisation of their right to vote. How and when this applies is set by an Act of Parliament, not by the Constitution itself.
